    Week 8 Legislative Update

    Happy Crossover Week!

    "Crossover" is when bills that have passed their chamber of origin where they've been worked on so far cross the hall and begin work on the other side. House goes to Senate and Senate to House. Session is like a hockey game and crossover is the official move into second period.

    Bill Count: 1080

    • House count: 653
    • Senate count: 427
    Active bills: 812 (264 have failed/withdrawn)
    GNDC tracking: 251 (roughly 23% of the total bills)
    Days left in the session: 47 (max)
    Signed into law/filed with Sec of State: 4 (+1 from last week. SB 2201 related to primary residence credit and cleanup/clarification)

    SOME OF THE WORK WE FOLLOWED:

    HB 1036: Apprenticeship Support System
    • SUPPORT
    • This bill initially received a Do Pass recommendation from committee but office/department placement is the issue. The bill originally slated it to be in ND Dept of Labor but consensus now favors within Job Service.
    • As a result of the placement discussion, the House Appropriations Committee issued a Do Not Pass recommendation.
    • There are strong indications that the initiative will be incorporated into Job Service ND’s Appropriations bill.

    PROPERTY TAX
    There are three bills currently being considered that address property tax relief/reform.  All three received a Do Pass out of the Appropriations Committee and will be considered by the House this week.
    • HB 1176 – This would provide a primary residence credit of $1450.
    • HB 1575 – GNDC supported this bill as it spread relief to commercial and agricultural property taxpayers as well.
    • HB 1168 – As amended, this bill will provide a 10 mill buydown to all property classes.

    Here’s an update on action from bills that we’ve previously mentioned.
    Support
    > HB 1442 (Government Efficiency & Accountability Taskforce): Passed

    • The amendment names the task force in place the Chief Information Officer, Director of OMB, Governor’s Office Chief Operating Officer, a elected statewide officer (appointed by the Governor), One member of the legislative assembly appointed by the Governor, 2 members of the House (appointed by the House Majority Leader), and 2 members of the Senate (appointed by the Senate Majority Leader).
    > SB 2208 (Play Nice for Infrastructure Progress): Failed
    • We are disappointed with this result, we appreciated this conversation as infrastructure investments and comprehensive planning with certainty are essential to our members.

    HB 1114 (Insulin Mandate): Passed
    • This will put additional cost on businesses through premium increases if it passes the Senate.
    HB 1493 (Eliminate Office of Immigration): Failed
    > SB 2314 (Foreign Countries of Concern): Failed
    SB 2380 (Big Brother Verification, But for Everyone): Amended, Passed
