Week 6 Legislative Update: Part 2
GNDCMonday, February 10, 2025The sheer number of bills this legislative session is staggering. With 1,072 bills introduced, 929 still active, and GNDC tracking 249 of them, it's clear that North Dakota's business environment is a key battleground. The volume is heavy, and the stakes are high for our members.
In Part 1, we highlighted a few bills shaping the state's legal and regulatory framework. Now, let’s dive deeper into another key set of legislation—those that focus on economic policy and workforce impact in North Dakota.
A THREAD TO KEEP IN MIND: GNDC focuses on Reducing regulatory and financial burdens while ensuring North Dakota remains an attractive place for businesses to grow and thrive. Tactics to do this include tax incentives for key industries to opposing mandates that could strain employers.
Energy & Industry Support - SOME OF THE WORK WE ENGAGED IN:
HB 1279: Extension of Coal Conversion Tax Exemption- SUPPORT
- Extends the coal conversion tax exemption for 10 years, giving lignite power plants relief from rising costs due to maintenance, upgrades, and regulations. Ensures affordable, consistent energy for businesses to operate efficiently.
- Result: Passed
- SUPPORT
- Expands the oil extraction tax rate reduction beyond the Bakken and Three Forks. Encourages new exploration and industry expansion, creating more opportunities for economic growth.
Workforce - SOME OF THE WORK WE ENGAGED IN:
HB 1608: Redundant Day of Rest- OPPOSE
- Would have increased employer costs by mandating an additional 24-hour leave for employees, almost without exception. Seen as unnecessary regulation that could disrupt business operations.

- Result: Defeated.
- SUPPORT
- Appropriation/Agency Bill where we are focusing on the continued funding for childcare solutions established in the 2023 session.
- Supports working families and strengthens workforce participation.

> SB 2282 (Employer Childcare Income Tax Credit): Passed UNANIMOUSLY
> SB 2225 (Housing for Opportunity, Mobility, & Empowerment (HOME) program): Passed
The passage of SB 2282 and SB 2225 marks a major step in addressing North Dakota’s workforce challenges. By investing in childcare and housing solutions, the state is tackling key barriers that have hindered workforce growth. These initiatives provide much-needed support for businesses struggling to attract and retain employees due to gaps in these critical areas.
