By the Numbers: Legislative Trends in 2025
GNDCMonday, March 3, 2025The legislative landscape continues to shift, and this session is no exception. More bills have been introduced this year—an increase of 100 over the last session. The Senate has taken on a larger share of legislation, averaging 9.1 bills per senator, while the House, despite introducing more bills overall, averages 7 bills per representative. GNDC’s tracking efforts have expanded significantly, monitoring 254 bills, an increase of 48 from the previous session.
What stands out most is the dramatic rise in the number of bills GNDC opposes—43 this session, up from just 14 two years ago. While we’ve supported 31 bills (fewer than in 2023), we’ve remained engaged at a higher level than ever before, with 74 bills requiring our involvement. Legislative engagement isn’t just about quantity; it’s about impact. Of the bills we OPPOSED, 10 have passed, while 4 have been amended enough to warrant a reassessment of our stance. Among those we SUPPORTED, 19 passed and 5 failed, with the remainder tied to agency appropriations.
